POSITION: Director, Human Resources (Exempt)

SALARY: $108,111.00 – $172,980.00 Annually

Reporting to the Chief Administrative & Equity Officer, the HR Director is responsible for leading a team of highly skilled HR professionals in their effort to implement equitable policies, practices and programs. This position also provides HR-related guidance, advice, and consultation to the Executive Team, the Chief Administrative Officer, and senior management team.

The successful candidate will be skilled at collaboration and effective relationship building, short and long-term human capital planning, and change management/leadership. Oversee and/or monitor the design and implementation of human resource programs and policies, including, but not limited to compensation and benefits, employee relations, talent acquisition and retention, labor relations, strategy business partnering including change management initiatives, and human resource information systems, while ensuring compliance with state and federal laws.

Anticipates and plans for long-term human resource needs and trends and developments strategies and tactics in partnership with business lines.

Serve as a senior member of the Administration and Equity department staff exercising sound judgment and making equitable decisions that may broadly impact employees and the Port financials. This includes fiduciary responsibility for the Port’s deferred compensation and healthcare benefits plans.

Manage department budget and attend to professional development and training of a diverse and uniquely skilled staff in order to maintain and develop essential and strategic skills critical to achieve department goals and objectives.

Communicate to employees about Port philosophy, policy and changes in a way that is clear, and demonstrates a commitment to a workplace noted for fairness and integrity.
Support the HR team’s efforts with a focus on strong leadership and maintaining the strength of the team.


Bachelor’s degree in business administration, human resources or related field is preferred; or the equivalent combination of education and/or relevant experience is required. Graduate-level degree is preferred.

Minimum of ten (10) years senior-level functional management in human resources is required.

Working knowledge of one or more of the following is required:

Employee relations/Labor relations
Compensation and benefits
Talent acquisition and retention
Organizational design and development

Advanced knowledge of business and strategic planning of the HR function and other business disciplines is required.

Professional in HR (PHR) and/or Senior Professional in HR (SPHR) certification is preferred.


Skilled at providing leadership in promoting and enhancing a diverse workforce.
Demonstrated ability to anticipate, manage and implement organizational change in alignment with the business needs.

Proven experience integrating core values of an organization into the culture.

Experience overseeing the delivery of effective training and development programs.

Familiar with tools and processes to ensure equitable and competitive salary and benefit structures.
Proven ability directing employee and labor relations, HR policy development and implementation.
Dynamic communicator who can present effectively in large group settings and written employee communications.

Promotes safety as a guiding principle and a regular practice in accomplishing work; focuses on safety improvements and complies with safety and health policies and procedures.
A proven team player who shows the utmost respect for others.

Ability to:

Lead and direct organizational functions related to human resources and other business disciplines.
Influence peers and executive team members and build healthy relationships at all levels within an organization.

Make uncomfortable and unpopular decisions and communicate them with confidence and credibility;

Demonstrate commitment to valuing differences among individuals and passion for being inclusive.
