The Human Resources Benefits and Leave Generalist position is a full-time, non-exempt position that works within a variety of Human Resource functions, with an emphasis on benefits and leave administration. This position is responsible for the life cycle of employee benefits, including vendor billing reconciliation; leave administration; HRIS input, tracking and reporting; and will support program hiring by participating in the interview process. In addition, the position will support the Safety Committee, and be a part of the administrative team that supports day to day office functions.



  1. Create a positive team atmosphere providing quality service to clients, staff and volunteers through active listening, positive problem solving, and timely responses.
  2. Works closely with the Human Resources and Office Director on all items related to HR; provides input on the development, review and interpretation of personnel policies and procedures; provides collaborative input on HR workflow and problem solving.
  3. Full cycle benefits management including: enrollment meetings, input into carrier enrollment sites, billing reconciliation, exit process, and works directly with employees and vendors on all benefits related questions and issues.
  4. Manage all leave of absence programs including FMLA, OFLA, Paid Leave Oregon, etc. Works with employees and supervisors to establish and manage accommodations when ADA requests are made.
  5. Works closely with payroll administrator to clarify and resolve time card issues related to leaves, in a timely manner.
  6. Works within HRIS system to assign, track, and report all agency and program specific training in HRIS system. Develops agency wide training in collaboration with HR and Office Director.
  7. Assists agency hiring mangers in open position interviews, which may include scheduling meetings, compiling notes, and candidate follow-up.
  8. Assists in the vetting of new employees, interns, and volunteers.
  9. Assists in maintaining files for Human Resources including filing, archiving, and file destruction as needed.
  10. Assist and support the Safety Committee with scheduling, minutes, research, and meeting attendance.
  11. Works closely with Admin team in supporting the day to day office functions. Covers other team members when needed.
  12. Serves as and internal ambassador of the Human Resources department. Provides positive, collaborative support, and leads by example.
  13. Drives to YCAP locations in Yamhill County for employee meetings.
  14. Other tasks as assigned.



  • BS degree in HR related field of study, and/or 4 years minimum experience in Human Resources
  • Working knowledge Human Resources best practices
  • Working knowledge of employee benefits administration
  • Working knowledge and experience in leave administration, and ADA compliance, with general knowledge in leave laws
  • Working knowledge of MS programs including Word, Excel, and Outlook
  • Maintains confidentiality with client, financial, and personnel information
  • Working knowledge of YCAP and community resources
  • Strong skills in verbal and written communications, and problem solving
  • Advanced ability to work independently or on a team. Must be self-motivated.
  • Ability to work on multiple projects in a timely fashion
  • Ability to work with a diverse group of people, organizations and situations
  • Ability to work a flexible schedule if needed
  • Valid driver’s license and ability to pass drug/alcohol & background check and insurance check of driving record



The physical demands described represent those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job the employee will be required to sit, stand, walk, including walking up and down stairs, and/or bend for extended periods of time. May lift and/or move up to 20 pounds and occasionally lift up to 30 pounds.
