HR Data Consultant

General Information

The Port of Portland is one of five consolidated ports in the United States. We own and operate three airports, four marine terminals and five business parks, and we have a goal of providing shared prosperity to the region. We have over seven hundred employees, both represented and non-represented in a wide variety of job classifications. The Data Consultant will lead Human Resource’s data analysis, reporting, and prediction efforts related to workforce planning, diversity recruitment and retention efforts, pay equity, HR key performance indicators (KPIs), compensation and merit administration, recognition, the Affirmative Action Plan, interpretation of employee survey data and related areas in order to influence and inform business decisions, predict trends, build credibility, and tell an effective story. We’ve got a pretty well-established data program, but there is a lot of room for you to bring new thinking, expand our efforts and take on new initiatives, and put your own unique stamp on things along the way.

This is an opportunity to join the Human Resources team which is separate from the IT Business Analyst position. A technical background and mindset is important, as is an understanding of data and a passion for digging in to produce and visualize actionable insights that can help drive decision-making. What we’re looking for is a combination of technical skills, statistical understanding, creativity, and a willingness to become fully engaged in the world of HR data. In this position, you’ll have an opportunity to work remotely for a significant portion of the time, and there will be various times when business needs will require you to come into the office. When you’re in the office, you’ll be in a modern, open building with an amazing view of Mt. Hood and inbound and outbound flights right outside our windows!

* This position is classified as FLSA exempt which means it is not eligible for overtime compensation for hours worked in excess of a 40-hour work week

Summary of Essential Responsibilities

  • Compile, analyze, visualize and report on a range of HR-related data, often from disparate sources, to allow information to be consumed easily to improve and optimize decisions and performance.  You will:
    • Interpret data to identify trends and determine areas requiring attention and focus.
    • Develop reports (weekly, monthly, annual, ad hoc), prepare analyses, and create appropriate visualizations that portray data in easy-to-understand ways.
    • Work closely with HR Operations staff, Business Partners and others to see how you can use data to assist with insights on various issues.
    • Present both high-level and detailed information to a variety of audiences as needed and recommend courses of action based on data and analyses.
    • Coalesce and analyze datasets to visualize themes and highlight insights.
  • Collaborate with other HR disciplines and Port staff to collaboratively to extract and synthesize data, as well as to develop new and/or more advanced automations to track and retrieve data.
  • Represent the Port and/or Human Resources, as needed, on internal project teams to provide data and/or assist with analyses and interpretation and/or overall project efforts and present information to internal and external audiences as needed.

Minimum Requirements/Skills and Abilities

  • Bachelor’s degree in business or public administration, human resources, statistics, data management/data analysis. Master’s degree (preferred)
  • Minimum of eight (8) years’ experience utilizing business analytics software (specific experience with Tableau is preferred) and Extract, Transform, Load (ETL) tools (e.g., Alteryx, Tableau Prep, FME, Knime) OR any combination of education and experience that demonstrates the ability to perform the job duties (required)
  • Working knowledge of statistical and research methods and principles of data visualization (required)
  • Experience carrying out predictive analyses (preferred)
  • Background and experience in one or both of the following areas is preferred:
    • HR business, operational needs and regulatory compliance requirements
    • Survey best practices, data standards and governance practices and methodologies
  • Advanced knowledge of data evaluation, data visualization, and analysis (required)

  • Convey complex computations, calculations, and data manipulation processes to a variety of audiences
  • Proven ability to create and deliver presentations incorporating concepts and data from internal and outside sources that clearly communicate key messages
  • Able to express ideas in writing clearly and concisely
  • Skilled at telling stories with data fusion and visualization
  • Skilled at balancing multiple priorities and able to work independently with limited supervision as well as within a team environment
  • Self directed and comfortable researching issues and ideas and taking initiative
  • Promotes safety as a guiding principle and a regular practice in accomplishing work
  • Proven team player who shows the utmost respect for others.

Ability to: 

  • Effectively use data analytics and visualization software as applicable.
  • Interpret and present data, provide context, understand nuances in data and effectively contextualize them and explain data and information to diverse audiences
  • Monitor trends in HR and data analysis and attend conferences, seminars and/or professional events to expand understanding and stay abreast of topics.
  • Work independently with other departments, without detailed or regular guidance.
  • Apply an equity lens to work and deliverables.
  • Identify and understand issues, problems and opportunities, and devise alternative solutions
