HR People & Culture Partner


The Portland Art Museum and Northwest Film Center (referred to as Museum) invites applications for the position of HR People & Culture Partner. The Human Resources department at the Museum is actively transitioning from the outdated functions of conventional “Human Resources” practice to a deeper and more authentic focus on people and culture. The department strives to be a driver of an increasingly equitable and positive workplace culture by actively accelerating change through communication, values, connection, and people-centered practices and policies.


The HR People & Culture Partner will support the day-to-day functions of the Human Resources department, with a high focus on recruitment, selection and onboarding.


COVID-19 Information

The current COVID-19 crisis has resulted in severe and unprecedented disruptions to revenue generation at the Museum. Currently, the Museum has recently reopened to visitors and the Institution is running on reduced staffing levels. The task ahead is not easy, but a challenge our staff are taking on with a deep commitment to the mission. The successful incumbent in this role will be willing to enter the situation with energy, flexibility, and a vision to overcome obstacles. This position requires a desire for understanding and adhering to COVID-19 safety protocols set forth by the Museum at all times. Masks are required indoors per the state mandate. In addition, the Museum’s intent is to move toward requiring COVID-19 vaccinations for staff with verification of vaccination status. Accomodations available for staff under the ADA.

Essential Duties & Responsibilities

Recruitment and Onboarding Support

  • Oversees and collaborates with managers and hiring teams on the equity hiring process –  centers hiring through an equity lens to engage multiple perspectives through all phases of recruitment (job description creation, assembling hiring team, communication with applicants, drafting and placing ads, reviewing applications, interview process, etc.).
  • Drafts hiring timelines
  • Drafts interview questions which include job specific and E&I related 
  • Joins hiring committees and assists with screening and selecting of qualified candidates
  • Oversees training of all staff who engage on hiring teams
  • Attends and participates in job fairs and recruiting sessions, may include active recruiting such as talent searches
  • Maintains list of applicable locations for recruiting efforts and continually grows resources as possible to center equity and inclusion efforts
  • Confirms budget with management and creates job offer letters accordingly. Is savvy of equitable pay matters when writing offer letters
  • Works with the HR Director to update the new employee orientation in light of hybrid work arrangements and pandemic. Facilitates new hire orientation sessions
  • Assist in coordination of temporary agency employees as needed
  • Assist with intern and work study student recruitment and onboarding process
  • Maintains faculty list and coordinates new hire faculty paperwork
  • Works with Pacific Northwest College of Arts to oversee onboarding of international interns/staff as needed
  • Coordinates with the HR People & Culture Assistant in communications to applicants
  • Responds to applicant questions and keeps applicants informed of hiring process
  • Administers recruiting software (Keldair) and trains users on system and processes


Other HR Support

  • Participate in developing department goals, objectives and procedures
  • Engages in hard conversations with empathy
  • Assists with content for the HR Updates weekly e-communication to staff 
  • Engage with compensation consultant for salary data 
  • Assist with communications and rollout of new policies and procedures
  • Assist in centering equity and inclusion lens in HR dept. procedures


Secondary or Additional Responsibilities

  • Works with HR Director to give input and support on:
    • Annual performance evaluation process
    • Appreciation plans and sparking joy for employees
  • Assist with 801 forms for accurate and timely recording of on-the-job injuries
  • Assist with annual open enrollment process
  • Back-up for HR People & Culture Assistant vacations and time off 
  • Respond to employment verifications
  • Complete unemployment claim forms
  • Performs other related duties as assigned
  • Provide support when the HR Director is on vacation, out of the office or unavailable working with the Museum Director, CFO and/or Senior Managers as needed  


Supervisory Responsibilities

  • Occasionally may oversee work of work study/intern within the department
  • Coordinates work projects for the HR People & Culture Assistant

Education, Formal & Informal Experience, Training Required, Certification, Etc.

  • Bachelor’s degree in Human Resources Management, Business Administration or applicable major with 3 years’ experience in HR; or HR certificate with 5 years’ HR experience; or any equivalent combination of education and experience
  • 1-2 years experience with recruitment process, must be comfortable with interviewing and centering equity 
  • Working knowledge of wage and hour laws, and employment law. Vision to see how work can be done within laws with a people first value
  • High level of proficiency with Microsoft Word, Excel, Outlook and PowerPoint. Knowledge of Google platform, ADP, and comfort with multiple online platforms (i.e., SurveyMonkey, recruiting software, job platforms)


Job Conditions

  • Salaried/Exempt
  • Full-time, 35 hours per week (9:00am to 5:00pm, Monday – Friday)

  • Budgeted compensation is $53,089 – $63,700. The role is in pay grade J ($29.17 Min – $35.00 Mid – $40.84 Max).
