HRIS Analyst

The City of Hillsboro is accepting applications for an HRIS Analyst to oversee and maintain the data in our Human Resources Information System (MUNIS/Tyler Technologies). The HRIS Analyst serves as a point-of-contact for information supporting HR planning and operations. The Analyst is responsible for maintaining the data, data analytics, utilizing the system to its potential, and data reporting.

The Analyst will act as the visionary and leader and collaborate with the Information Services Department on ongoing and future integration efforts ensuring data integrity, testing of system changes, and analyzing data flows for process improvement opportunities. The Analyst also serves as the business side expert on system implementations, integrations, upgrades, testing, and other technical projects as assigned. The role will work closely with other subject matter experts, including one or more of the following: Payroll Administration, Leave and Benefits Administration, Information Services, Recruitment, Employee Relations, HR Operations, Learning and Development, Classification and Compensation, Diversity, Equity and Inclusion, and Risk Management.

If you have demonstrated success working on implementations, improved processes, and have highly developed Munis skills, this could be a great opportunity for you. Experience preferred with Munis, NeoGov (including OnBoard, Learn and Perform), SQL Server Reporting Service (SSRS), Microsoft Office 365 Suite (Including Outlook, PowerPoint, Teams, SharePoint, OneDrive, and OneNote); Kiteworks, NovaTime and Telestaff strongly preferred. Advanced excel skills (including vlookup, pivot tables, data visualization, conditional formatting, reporting etc.) strongly preferred.

The successful candidate will have

  • Expert level understanding of HRIS data, reporting, and procedures.
  • Demonstrated ability to work with, update, and maintain data within an HRIS system.
  • Experience with human resources policies, procedures, and processes to ensure the HRIS data meets the City’s needs and goals.
  • Strong competencies in creating detailed reports from HR data sets.
  • Proficient level of interpersonal skills to communicate, empathize and reason with colleagues in situations that are often sensitive and stressful.
  • Strong analytical, problem-solving and project management skills.
  • A core understanding of data structure for quick analysis and breakdown of complex information into easier to understand formats.
  • Ability to handle sensitive and confidential information with discretion, and consistently maintain professionalism.
  • Sound, professional judgement.
  • Advanced knowledge of business analysis methods and tools.
  • Ability and desire to demonstrate the City’s commitment to equity and inclusion.
  • Ability to treat coworkers with respect and dignity and maintaining an open mind to diverse voices and ideas.
