This position will support all Southern/Central Oregon locations and the surrounding region; including current and future locations in the general geographic area.
The Human Resource Business Partner provides strategic, operational human resource consulting to field operational leadership by consulting with Operations business leaders within assigned region(s) to identify needs and determine effective Human Resources strategies, programs and services to address them. Partners to plan and execute strategies. The individual will acts as a strong role model, motivating for growth while driving a high level of performance based on metrics, analytics and execution. This position requires strong leadership, problem solving, strategic thinking, team building, change management/influencing skills and thought leadership in human resources. This role is highly transformational.
Typical Duties and Responsibilities

- Consults with business leaders to identify needs, analyzes metrics, and adjusts strategy in support of business objectives. Collaborates in the implementation of Human Resources initiatives and programs for assigned region(s).
- Analyze metrics to communicate progress toward goals, identify problem areas, and develop action plans.
- Partners with business leaders and the Talent Acquisition department in the design, development, and execution of staffing strategies that ensure the attraction and selection of high potential talent and achieve appropriate staffing levels. This includes ensuring recruiting strategies remain viable and relevant to target candidates and the assigned area(s) and division.
- Facilitates Succession/Bench Planning sessions to identify future bench, gaps in talent base, and at risk performers. Collaborates with business leaders on employee development needs and bench planning decisions. Assists leaders with development plans for key talent to improve readiness levels and further career progression.
- Consults with business leaders to foster and promote our retail environments consistent with WinCo’s Purpose & Core Values. Provides consultation support to business leaders addressing employee store environment concerns, including the application of company policies and employment laws. Ensures compliance with local, state, and federal employment laws and regulations.
- Regularly visit stores in assigned region(s) to build productive relationships with field staff and management and to assess employee morale and drive engagement.
- Partner closely with human resource peers and retail operations leadership to consistently improve and enhance strategies, systems and process.
- Human Resources program activity, conducts additional research and analysis as needed, and prepares reports and makes presentations. Facilitates delivery of program content and training to assigned client group and broader audiences, as appropriate.
- Ensure compliance with the company’s policies and processes, and local, state, and federal employment laws and regulations. Evaluate potential risks and liabilities.
Requirements
Education:
- B.S. or B.A. in Business, Human Resources Management, or related field or equivalent experience
Experience:
- At least 5 (five) years of applicable Human Resources experience
- Understanding of legal principles including State and Federal labor laws.
- Demonstrated ability to work with executive stakeholders and take a proactive approach to business challenges.
- A very open and transparent communication style, along with the ability to constructively give and receive feedback while maintaining positive relationships and maintaining the self-esteem of others. Should be open to dialogue and receptive to other ideas while still able to communicate your own point of view and push back as necessary to lead to effective outcomes.
- Strong analytical skills, financial aptitude, and attention to detail. Ability to manage multiple priorities at the same time and to work effectively with other functions to ensure deadlines are met.
- Comfortable challenging organizational norms and accepted thinking to improve effectiveness.
- Active learner; enhances personal, professional, and business growth through new knowledge and experiences; pushes the organization to learn from other industries’ standards and practices.
Preferred Education, Experience and/or Credentials:
- Master Degree
- Retail industry experience
- PHR or other related professional designation desirable
