General Function: 

Under the supervision of the Chief Human Resources Officer, the Human Resources Coordinator will work with a team member Human Resources Coordinator in supporting the day to day functions of the HR Department at MFS. Specific responsibilities will include supporting recruitment for both regular and temporary employees, enhancing and improving onboarding functions, helping with the management of the Paycom HRIS and providing support to employees on a variety of needs (including FMLA/OFLA, workers compensation issues, and unemployment claims and processing) and assisting with development and tracking of agency wide training and development programs.

Essential Duties and Responsibilities:

  • Provide support to direct service staff and managers on temporary and regular recruitment including updating job descriptions, posting of open positions, ensuring regular use of recruitment sources, supporting the hiring managers on overall hiring processes
  • Work directly with the Human Resources Coordinator to provide regular support on hiring and terminations of temporary staff and ensure the updates for employee status on entered into the Paycom system
  • Work together with the Human Resources Coordinator and maintain up-to-date knowledge of federal and state employment laws to ensure that programs and processes are complying (including, but not limited to, EEO & AAP, FMLA, OFLA, ADA, HIPAA, 401k).
  • Work directly with the Human Resources Coordinator to review enhancements and improvements needed in the Paycom HRIS
  • Provide logistical support for agency wide meetings and scheduling
  • Support the CHRO on monthly New Employee Orientation processes (currently done remotely)
  • Work directly with the Human Resources Coordinator to make needed updates to agency Intranet and ensure information is current and easy to access for staff
  • Review current and develop new recruitment processes and offer suggestions for improvements in overall agency recruitment
  • Provide support in the development of a more robust onboarding process for new employees
  • Review needs for agency wide training initiatives and development of initial training needs for new staff
  • Work with the CHRO and the Chief Advocacy and Equity Officer to provide systems to track and support agency training and professional development documentation in the Paycom system
  • Attend regular supervision meetings with the CHRO
  • Support compliance with MFS HR policies and procedures
  • Comply with Metropolitan Family Service policies and procedures as outlined in the Employee Handbook
  • Effectively and consistently market the organization, communicating about MFS and its programs in a way that is both compelling and on message. Follow marketing guidelines in place when communicating with staff, volunteers, clients, partners, and potential supporters
  • Other duties as assigned by the CHRO

Knowledge, Skills and Abilities Required:

  • Demonstrated understanding of full cycle recruitment and employee onboarding
  • Experience with HRIS and specifically Paycom HRIS is strongly preferred
  • Understanding and awareness of employment law (federal and state) including FMLA/OFLA, ADA and pay equity laws
  • Demonstrated competency in using Word, Excel and Google Suite
  • Ability to work independently and to collaborate with other staff and partners
  • Ability to communicate effectively with a broad range of individuals and groups

Education and Experience Requirements:

  • Bachelor degree in Human Resources Management, Business Management, Organizational Development, Psychology or related field, or equivalent, related experience
  • Experience with Paycom HRIS is strongly preferred
  • HR certification (PHR or SHRM-PC) is preferred
  • Minimum of two years of experience in as an HR Generalist including experience with full cycle recruitment and onboarding
  • Fluency (read, write and speak) in English and Spanish is very desirable

Other Requirements:

Personal transportation allowing for travel within the Portland Metropolitan area in a timely manner.  If driving a personal vehicle must maintain a valid driver license for the state of residency, personal auto liability insurance coverage and a driving record permitting coverage under the agency auto liability policy.

Work Environment:

Work is normally performed in an office environment and/or at other locations as deemed necessary.  May require occasional early morning, weekend or evening work.  Position requires ability to sit for extended periods as well as stand occasionally.  Position requires use of computer, telephone, fax machine, copier and may require accessing locations by use of stairs,
