As a Talent Acquisition Analyst / Recruiter, you will put into practice equity informed recruitment and selection efforts to support the County’s hiring needs across multiple departments. We are hiring two limited duration positions that will join our centralized Talent Acquisition team. You will have the opportunity to enhance your HR experience in the public sector – learning the County’s recruitment process, our applicant tracking system (Workday), and how we operationalize equity practices in our work.  This will prepare you to partner with department HR teams and managers throughout the organization to plan and execute full cycle recruitment efforts.

Responsibilities will include:

  • Plan and execute full cycle recruitments by learning and operationalizing the interconnections of equity informed recruitment practices with personnel rules, civil service processes and collective bargaining agreement obligations.
  • Use an online applicant tracking system (Workday) to post job announcements and manage applicants throughout the selection process.
  • Implement equitable selection and hiring practices that reduce barriers to candidates and promote a workforce centered on Safety, Trust, and Belonging.
  • Partner with hiring managers to build comprehensive sourcing plans, clarify required job skills and competencies, and use the best selection strategies and techniques for each job. This includes writing job announcements and developing interview questions/selection criteria.
  • Promote Multnomah County as an employer of choice by providing excellent customer service to applicants, including keeping them informed of their status throughout the recruitment process and answering applicant’s questions, concerns and/or complaints.
  • Coordinate and assist in countywide recruitment projects including supporting the development of diverse candidate pathways with community outreach and partnerships to ensure that a diverse, qualified and engaged pool of candidates is available for every vacancy.

Minimum Qualifications/Transferable Skills*:

  • Bachelor’s degree – in lieu of a degree we will consider equivalent related experience
  • Two (2) years human resources or recruitment experience
  • Strong written and verbal communication skills, with demonstrated ability to effectively communicate with a diverse range of stakeholders, candidates and staff

Preferred Qualifications/Transferable Skills*: 

  • HR Certificate (SHRM CP/SCP, PHR, etc)
  • Experience in equitable hiring practices and applying an equity framework in process and decision making
  • Experience embracing social media for recruitment and selection, including experience making short videos and other deliverables in creative storytelling marketing

Additional Details: 

These classified management limited duration positions are not eligible for overtime and are expected to last until June 30, 2024 pending board approval.  These positions are eligible for routine telework, however the incumbent must reside in Oregon or Washington. The onsite work location for this position is at the Multnomah Building:  501 SE Hawthorne Blvd, Portland, OR  97214. This recruitment may be used to fill other positions.
